Why this list exists
A Washington contractor registration is issued by L&I. An Oregon licence is issued by the CCB. They are different legal instruments under different statutes, and holding one grants nothing in the other state — a firm working both sides of the Columbia has to carry both. Neither agency publishes a link between them, so this list is built by matching identical business name and identical phone number across the two registries. The double match is what keeps false positives down; it is still inference, not an agency record, and a shared name alone would not be good enough.
